Each year the 90-plus-year- old Cornelius puts together a campaign around the patriotic holidays to raise money that will go to help the disabled veterans at the Bob Stump Veterans Affairs Medical Center in Prescott. Normally Cornelius starts his campaign on the Fourth of July. This year, at the suggestion of Jake Weber, Cornelius is ,hosting a veterans event on Memorial Day weekend, Sunday and Monday, May 30 and 31. "Maybe by starting earlier we'll raise more money. Five years ago when Cornelius started his campaign, there were 360 disabled veterans in the Prescott hospital. Today there are more than 2,800 in-patient veterans there, Cornelius said. He visits the hospital and the veterans there several times a year. "Most of our disabled veterans are well decorated in addition to the Purple Heart. They had the courage to step out and do what was necessary in battle," Cornelius said. At the hospital, the veterans receive a lot of services such as greeters, a guest shuttle, news- papers, flowers, treats of fresh fruit and popcorn, welcome kits, birthday surprises and flowers as part of the Guest Services Program which began in 1994. The program applies hotel-type amenities and services to the hospital setting. 'Now, I don't do all of this by myself. A lot of people help me out, like Dave Johnson. He'll be there in his Uncle Sam outfit and Ed Lajala is helping. People have been extremely generous. We all should be for our veterans. They're the ones who made sure we have our freedoms," Cornelius, who always wears a flag pin on his shirt collar, said. The Memorial Day event , will begin around l p.m. each day. Cornelius is also looking for a volunteer or two to help him set up and carry some of the equipment he needs. He will also be putting on a similar event Sunday, July 4. "I'm getting pretty old and can use the help," Cornelius said and grinned. "So can the veterans." Winners of the raffle will be announced Tuesday, Dec. 7 Pearl Harbor Remembrance Day. ~ Verde Valley School Road in the Village of Oak Creek. There will be displays and posters, including two for the two trips offered as raffle prizes. Among the other 58 prizes are dinners to local restaurants, golf at a number of courses in Sedona and the Verde Valley, stays at resorts and various other gift certificates and prizes. Tickets are $10 apiece or three for $25. Cornelius will sell tickets at the Memorial Day event. "This is the first time I've done something on Memorial Day, but it is a day to remember our veterans, especially our fallen veterans," Cornelius said. "It's a sacred day to all war veterans, remembering their brethren who gave the ultimate sacrifice for our freedom." Cornelius said too often the disabled veterans get forgotten. He wants to do what he can to ensure someone remembers them. "When I was in the infamtry, I'd see guys get shot and carrried away. Two issues necessitated this discussion. First of all, commitments for sewer service in areas having sewer mains were about 1.63 million gallons per day. These areas include all those in the city that currently have sewer availability and have been connected, or will be connected upon build-out of the parcel, including the recently constructed Chapel area sewer mains. The second factor was the recent discovery that current wastewater strengths seem to be higher than assumed for design of the, plant. At the City Council meeting, Charles Mosley, public works director, noted that the capacity of the plant is estimated to be around 1.6 mgd based upon the sewer plant's ability to manage treated wastewater flows. Because the wastewater strength appears to be higher than assumed in the plant's design about 10 years ago, the plant treatment capacity is estimated at 1.5 mgd rather the initial design capacity of 2.0 mgd. In light of this, the city cannot state that it has plant capacity to manage flows from further new extensions of the sewer system. It can only state that it has capacity to manage flows from any parcel with sewer availability that is currently connected or will be connected upon building on the property. Some areas of the city have not had city sewer mains extended to them. Although the City Council did not approve the resolution limiting sewer extensions, Arizona state regu- lations do not allow city staff to approve further extension of the sewer main system until the plant capacity issues are resolved pr until the city makes arrangements with Arizona Department of Environmental Quality to allow extensions in spite of the city's current level of commitments. This was noted during the Council's discussion of the issue. There is no moratorium regarding provision of sewer service for parcels within Sedona. The manner in which the sewer service is provided depends upon where the parcel is located. Parcels in areas having sewer mains adjacent to the parcel may be able to connect to the main upon development. This is done by constructing a sewer lateral, which connects a building to a sewer main. Parcels that do not have sewer mains adjacent to them or are in areas not having sewer availability may construct on- site sewer systems, but the city will not extend a new sewer main adjacent to their property until the capacity at the plant is increased or arrangements with ADEQ are approved.
