Didn't nearly all of us share a common elation at their victory? That's because Americans love rooting for the underdog, especially when it's a team that is scrappy, well-prepared and plays like there's no tomorrow. Here in the Verde Valley, the Sedona Community Foundation meets those criteria on every count. We aren't a brawny metropolitan community foun- dation, but we're getting bigger and stronger every day. We may not have big-name players or superstars in our lineup, but our roster gets respect and recogni- tion everywhere across the state of Arizona.-When it comes to giving everything we've got, nobody holds a candle. The Sedona Community Foundation is a lot like the New Orleans Saints, because it isn't afraid to test its strengths in new and unexpected ways. For instance, the Saints tried and succeeded with an onside kick early in the second half of the Superbowl. Next month, on Wednesday, April 7, from 10 a.m. to noon, the Sedona Community Foundation will offer its first ever Grant Preparation Seminar at the Sedona Public Library. This seminar will cover elements of proposal prepara- tion not presented at the annual Grants Roundtable, which is coming up in May. The Grant Preparation Seminar in April will discussthe general prin- ciples of proposal preparation, the composition of a proposal budget and principles frequently used by funding organizations to ewfluate proposals• The Grants Roundtable in May will outline the specifics of the 20"10 Sedona Community Foundation grant application. Could there be more compar- isons between, the Sedona Community Foundation and the New Orleans Saints? You bet your bling there can. The Superbowl champion Saints had great leadership, combined with great teamwork: from support staff to players, from coaches and managers to team administrators• Your Sedona Community Foundation boasts the same seamless cooperation from staff and advisory board members as well as cost-effi- cient support and services from the Arizona Community Foundation. Here's an example that comes to mind: The staff and volun- teers of numerous nonprofit organizations in the Verde Valley recently participated in a Major Gifts Seminar, under- written by ACF and hosted at the Sedona Community Center. ACF brought in a team of professional consultants from the Sustainable Funding Institute and treated representa- tives from local nonprofits to a two-day discussion on the A to Zs of securing major dona- tions in the current economic climate. Let me tell you, if you think the play liagrams out of the shotgun are complicated, you should see the flow diagram, of securing a major donation, from initial contact to donor recognition. But, like any good coaching staff, the presenters broke it all down into manage- able elements that could be applied to most any nonprofit. For the Saints to succeed today and in the future, they need the continued support of the community of New Orleans. For the Sedona Community Foundation to continue to support our local nonprofits, it needs your support• Like the glow of pride that infused the entire city of New Orleans, here in the Verde Valley we can all bask in the reflected glory of the achievements of those great community organizations that are working to enhance our quality of life. Some of the rate adjustments and new rates being proposed in this report include: • A new "capacity standby charge" which is based on the City's costs for maintenance and depreciation on the facilities • built and available to serve parcels that have delayed developmem and remain undeveloped and will be 50% of the regular residential waste- water rate. • A multi-family dwelling rate classi- fication that will be billed at 86% of the single-family dwelling rate. In addition, it is proposed thai the wastewater capacity fee that is currently $5.150 be increased to $7,069 begin- ning in July of 2011 and that it be adjusted annually for inflation using the Engineering News Record Construction Cost Index (ENRCCI) In addition to the modification of the rate structure, the proposed rate study uggests different proposed financial plannin scenarios that are strategies for the City to reduce the support the City's Wastewater Enterprise Fund receives from sales taxes by phasing in annual increases to all wastewater rates over the next ten years. The attached Table sets forth the revised rate structure and indi- cates maximum possible rate increases over the next five years. It should be stressed however, that this Table sets forth maximum possible rate increases and modifications. The City Council has the discretion to implement lower increases.
