As a tourist-based economy, the city primarily relies on city sales tax and a city bed tax charged by the lodging industry to their guests, With a decline in visitors and visitor spending, the city's revenues are also declining, The Arizona State Legislature is also reducing its funding to the cities inArizona, which Creates additional budget challenges for Sedona, On Nov, 20, the Sedona City Council met with staff at an all.day retreat to establish the city's top three priorities, with the highest priority and top focus on continued financial sustainability. While the city has a healthy general fund and wastewater fund cash reserves [approxi- mately $33 million] and has been fiscally prudent over the last decade, the council directed its staff to implement a number of steps to ensure the continued fiscal sustatnabtltty of the city, One of the elements of the instead of having the state collect the city's taxes, State sales tax collections are often reported back to the ci,ty in a delayed and inaccurate manner, and there is very little follow-up with busi- nesses to assure that sales taxes are being reported and collected accurately, The city will be implementing a mends- tory business licensing program and a sales tax audit program to ensure that all busi- nesses are paying their taxes correctly, Council also directed staff to develop plans to create a citizen advisory committee to assist staff and the council on financial-related matters, Staff is also finalizing a wastewater rate study to ensure that wastewater fees are supporting the enterprise fund to the greatest extent possible, This study will be presented to council on Wednesday, Jan, 27, In response to the council's top priority of fiscal sustain- ability, staff is Working to reduce expenses In the general fund. In mid-December, approxi- mately $452,000 was cut from the fund for the remainder of the fiscal year to respond to declining sales tax and bed tax revenues.
